What causes this issue?

You want to assign WBS element &V2& to an investment program position.
WBS element &V1&, which is next highest in the hierarchy, is an account
assignment element.
You should be aware that any actual values or commitment values on
account assignment element &V1& will not appear in IM reporting. This
is because IM reporting only takes into account those values starting
at WBS element &V2& and below in the structure.
