    You have entered percentages for the assignment of a measure to budget
    categories. You entered percentages for at least one measure that total
    less than 100%.
    Using percentages of less than 100% is basically possible, but it means
    that the planned and budget values will also be taken into account in
    reporting at less than 100%. This effect may be useful and desirable
    in certain instances. For example, you may want to check how the
    budget categories are exhausted by the actual values that have come due
    at the level of the program position, but you do not want to check the
    how much of the measure budget is exhausted (or you only want to
    check certain budget categories).

    How to fix this error?

    Check whether you really want the assignment to the budget categories
    to total less than 100%. Correct the percentages, if necessary.
