    Capital investment program position &V1& still has measures assigned to
    it. This is only allowed for end nodes of the program, that is, for
    positions that do not have any positions below them in the hierarchy.
    However, if you add more positions below this one, this position would
    no longer be an end node, and would not be able to have measures.
