    You want to assign appropriation request &V1& as the original
    appropriation request.
    However, alternate request &V2& no longer has 'created' status. Since
    the appropriation request also has a different status now, it is not
    possible to make assignment to original appropriation request &V1&.

    Appropriation request &V1& cannot be used as the original appropriation
    request.

    How to fix this error?

    Enter a different original appropriation request, for which all of its
    alternate requests still have 'created' status.
    Or, change the status of the appropriation request itself, and assign
    the alternate requests again.
    Note
    When you use alternate requests, only one of the alternates is allowed
    to have 'approved' status and subsequently be implemented.
