Appropriation request type &V2& is set up so that the system
automatically replaces the appropriation request with the measure when
the appropriation request is released.

How to fix this error?

Check whether the indicator 'replace by measure' is set correctly in
appropriation request type &V2&.
Or, before you release the appropriation request
Assign a measure to appropriation request &V1& on the 'Measures'
screen.
Or create a measure (order or WBS element) directly from the
appropriation request on the 'Measures' screen.
