    According to the Legal change, effective from 1.1.2003,
    non-Singaporeans or non-SPR holders cannot have CPFID as '01' or '03'.
    Only employees having ICTYP as '01', '02' , '03', or'F3' can have
    CPFID as '01' or '03'.
