    Therefore, sec. 421k SGB III is applicable to this person.
    According to sec. 421k SGB III, the employer is exempt from paying
    contributions if it previously hired an unemployed person over the age
    of 55 and the employment relationship began before January 1, 2008.
    Therefore, the UI key cannot be changed from 9 to 1 during the
    employment relationship.
