What causes this issue?

When the control recipes were created, the following data was added
automatically:
The process instructions assigned in Customizing to the corresponding
control recipe destination were generated automatically.
Values were assigned to the characteristics set up for automatic value
assignment to which a value had not yet been assigned manually.
The generated data is added both to the process order and to the
corresponding control recipes. In the order, they will be retained even
if you discard the control recipes after saving the order.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
