What causes this issue?

Personnel number &V1& has an archive containing personnel numbers that
are not converted.
The raw display of payroll results from the archive (RPCLSTRx) will
still function even though the conversion was not correct. However,
errors may occur when other programs are started (for example, the form
printing program) from the archive (if supported). There are currently
no plans to convert the archive.
