In the MRP list, this exception message is set if an shortage occurs
within the planning time fence for a material with fixing type '2' or
'4'.
No order proposals are created in the planning run for shortages within
the planning time fence for these fixing types.
The system also does not balance the possible shortage by creating
order proposals at the end of the planning time fence.
Special case: direct production (collective order):
The exception is set irrespective of the fixing type if a material
shortage has occurred for an existing collective order.
