identification already exists for this construction measure. This means
that this run is to be updated.

The system only allows updates to existing runs if they were made on
the basis of planning data and if the actual data was maintained
subsequently in the master data of the construction measure.
In this case, the adjustment run was either generated on the basis of
actual data or the actual data for the construction measure has still
to be defined.
