The hierarchy level text segment contains a record where the level field
TLEVEL is initial. This field must be filled with a valid level.

Check the source of the data (or the transformations) where the data is
created or changed.

Generally DataSources do not return segments for the levels. Check
whether an incorrect source segment is connected to the level segment
and, if so, delete these rules.
