¿Qué causa este problema?

You want to reduce the amount in item &V1&. However, so much of the
funds for this item has already been used that the reduction would
exceed the item amount by &V2&.
If the document must be approved, the check is made on the basis of the
new amount resulting from the reduction and requiring approval.
