This message can be issued due to the following:

You want to create an allocation table but did not enter any items.
You selected "Change allocation table" and deleted all items in an
existing allocation table.

The system only saves an allocation table if it contains at least one
item.
If you deleted all items in an allocation table, the system deletes the
allocation table completely.
