The sequence of delivery dates for distribution centers and plants is
wrong. There can be two different cases here:

The allocation table item is not marked as a returns item
Here the delivery date for the distribution center must be before that
of the plant.
The allocation table item is marked as a returns item
Here the delivery date for the plant must be before that of the
distribution center.
