In the License Administration Workbench, the country surcharges and
special versions should be the same within the systems for each user,
since automatic consolidation is otherwise not possible.

If this is not the case, this user is displayed in the consolidation
list as inconsistent.

If necessary, check the user classification with regard to the country
surcharges and special versions. If there are different country
surcharges and special versions, the consolidation is not terminated,
but you do need to interpret the measurement results afterwards.
