In the License Administration Workbench, the country surcharges should
be the same for each user in the systems, since otherwise it is not
possible to perform automatic consolidation.

If this is not the case, the user is displayed in the consolidation list
as inconsistent.

¿Cómo arreglar este error?

If necessary, check the user classifications with regard to country
surcharges. If there are different country surcharges, the consolidation
does not terminate, but you need to interpret the measurement results
afterwards.
