¿Qué causa este problema?

In Customizing, neither the length of the commodidy code nor the length
of the import code number is maintained.
If you maintain the field for additional info with 'blank', this means
that:
the specified number can be used both as the commodity code as well as
the import code number.
If you use a number for both goods directions, the length for both
should be the same.

¿Cómo arreglar este error?

Maintain the length of the commodity code and the import code number
