¿Qué causa este problema?

You tried to distribute the CTS Service and Bootstrapper plug-ins to the
managed system. Distribution of the CTS plug-ins failed.

¿Cómo arreglar este error?

Possible reasons are:
The import destination which is required for plug-in distribution
exists, but it has not been configured correctly. The system only checks
that the destination exists.

Check that the import destination was correctly configured and that the
user has sufficient authorizations on the managed system. To do this,
check the Managed System Configuration in transaction SOLMAN_SETUP.
The user that is used to import the CTS plug-ins in the managed system
does not have sufficient authorizations on the managed system.
If the import destination uses 'Trust Relationship', the user must have
the authorization object S_RFCACL in the managed system. For more
information on S_RFCACL and 'Trust Relationship', see SAP Note 128447.
For more information on the authorizations required on the managed
systems, see SAP Solution Manager documentation on SAP Help Portal at
http://help.sap.com/alm. Search for "Authorizations for Configuring
Central CTS" or "Plug-In Management Web UI - Authorizations".
Communication problems occur between the CTS server and the managed
system. It is possible that the managed system is not available or that
general network problems occurred. Sometimes, network problems also
exist due to wrong configuration settings.
Check for communication issues.
Note that these are the most common reasons why plug-in distribution can
fail. There may be other reasons depending on your configuration.
