¿Qué causa este problema?

You want to create a sub-operation for an operation which references an
operation set or reference rate routing. However, you cannot create
sub-operations for operations from referenced operation sets or
reference rate routings.

¿Cómo arreglar este error?

Add the sub-operation to the reference operation set or
reference rate routing or
unlock the reference, then create the sub-operation in the current
routing.
