The reason the budget of one or all of the WBS elements is not ready
for input is usually that a program type for investment programs is
entered in the budget profile of the project. As a result, a WBS
element of project &V1& cannot be budgeted until it (or a WBS element
superior in the hierarchy) is assigned to a program position of an
investment program of this program type.
Assign the WBS elements of project &V1& to appropriate investment
program positions.
