¿Qué causa este problema?

You want to create new program positions for investment program
definition &V1&/&V2&. However investment program positions already
exist for &V1&/&V2&.
If you create the new program positions anyway, you will create a new,
independent sub-tree, with its own top position, in investment program
&V1&/&V2&.

¿Cómo arreglar este error?

Check your entry.
If you choose to create the new program positions anyway, you have to
make sure that the position IDs of the new positions do not already
exist on the existing program postions. If you do not ensure that the
numbers are unique, the program will terminate when you execute it in
production mode.
