What causes this issue?

You wanted to define that no purchasing data is allowed for your vendor
at plant level. However, purchasing data still exists at plant level.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First delete all purchasing data which contains the level Plant.
