What causes this issue?

You want to create <DS:DE.WISP_PLSCH>planning step</> &V1&. However,
you have already flagged a similarly-named planning step for deletion.

System Response

Planning step &V1& is not created.

How to fix this error?

Save your changes before creating planning step &V1& again. By doing
this, the old &V1& version is deleted from the database.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
