You have chosen functional enhancement "Characteristic Planning" for
planning layout &V2& (planning step &V1&). Before you can run
characteristic planning, you must assign the characteristic with the
meaning "Classification System Characteristic" (in this case &V3&) to
the relevant planning step as a planning level. In this case, however,
this has not been done.

System Response

Due to this inconsistency, the system cannot activate your planning
scenario.

How to fix this error?

Add planning level &V3& to planning step &V1& or do not select
functional enhancement "Characteristic Planning" for planning layout
&V2&.
When you have done this, check the planning scenario once again.
