What causes this issue?

You want to create or display planning data for planning scenario &V2&
and planning step &V3&. You want to use planning layout &V1& to do
this.
This planning layout is not, however, assigned to planning scenario
&V2& and planning step &V3& and cannot therefore be used.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
