What causes this issue?

The system on which the upgrade is running has the wrong Retail Release
level. It is either too low (a minimum of Retail Release 1.2B1 is
required for the upgrade), or is 4.0 or above.

System Response

No data converted.

How to fix this error?

If your system is lower than Retail Release level 1.2B1, upgrade to
1.2B.
If your system is >= 4.0, no data has to be converted.
