What causes this issue?

You have not or not properly customized an event type linkage for the
cost allocation of planned rebate variances as a follow-up processing of
subsequent settlement. However, you have configured payment types for
that purpose.

System Response

Planned rebate variances cannot be allocated.

How to fix this error?

Maintain an event type linkage, using transaction <NP>SWETYPV</>, with
the following properties:
Object Category: <ZH>BOR Object Type</>
Object Type: &V1&
Event: <ZH>RELEASED</>
Receiver Type: blank, that is, no value
Receiver Call: <ZH>Function Module</>
Receiver Function Module: <ZH>WCAT_HANDLE_EVENT</>
Check Function Module: <ZH>WCAT_CHECK_EVENT_RELEVANCE</>
Receiver Type Function Module: blank, that is, no value
Destination of Receiver: blank, that is, no value
Event Delivery: <ZH>Using tRFC (Default)</>
Linkage Activated: flagged
Enable Event Queue: not flagged
Behavior Upon Error Feedback: <ZH>System Defaults</>
Receiver Status: <ZH>No error</>
