What causes this issue?

The system has determined that no further checks have to be carried out
in the deletion run for material archiving, because the difference
between the date of the last check in the archiving run and the system
date is less than the interval defined in Customizing (TWPA-TIME_RANGE).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
