What causes this issue?

Before a revaluation at retail is made, a check is carried out as to
whether the material entered is managed on a quantity and value basis
or on a value-only basis.
Due to missing parameters, value-only material determination could not
be performed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check your entries for the plant and material and correct them if
necessary.
If you entered them correctly, your system administration has to add
missing plant and material settings.
