What causes this issue?

You cannot set the code for the <NP>RetailIncentiveOfferDiscountTypeCode
</> element to '1' at the Get or Get -> ProductGroup level for bonus buy
offers (<NP>RetailIncentiveCategoryCode</> = '2').
