    System Response

At runtime, every recipient who has already expressed an approval or a
rejection, is placed in a table of excluded agents. The workflow
runtime system ensures that these recipients cannot take part in the
approval procedure again. Since the only recipient for the approval
step is excluded, the workflow is stopped on the basis of this table.
