What causes this issue?

There is more than one entry in the vendor characteristic values BAPI
table parameter assigning the same vendor characteristic value to
different values of the same characteristic.

System Response

Vendor characteristic value &V2& cannot be associated to more than one
internal value of characteristic &V1&.

How to fix this error?

Change the content of the BAPI table parameter.
