What causes this issue?

You want to list a structured material to which no components have yet
been assigned.
There is no guarantee when you maintain the material structure later
that the new components will actually be listed.

System Response

Structure materials without components are not listed in material
maintenance.

How to fix this error?

Assign components to the structured material. Having done this, you can
list the structure material.
