What causes this issue?

You cannot use the material in the order item as an exclusion listing
has been defined using SAP Retail assortment control.
This check is only carried out if an exclusion check is defined for the
order type, if you work with listing conditions and if the function is
performed in the foreground.

You cannot use the material in this order.

How to fix this error?

Cancel the exclusion listing (using module maintenance functions in SAP
Retail assortment control) or do not use the order item.
