What causes this issue?

You cannot use the material in the order item as it has not been listed
using SAP Retail assortment control, or the listing is incomplete.
This check is only carried out if an exclusion check is defined for the
order type, if you work with listing conditions and if the function is
performed in the foreground.

How to fix this error?

Create the Retail listing or do not use the order item.
