What causes this issue?

You tried to set a work item which does not have the status 'Error'
back to the status 'In process' after a repair. This is not allowed.

System Response

The action was cancelled, the work item retains its previous status.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
