What causes this issue?

The relevant workflow definition does not allow a new workflow instance
to be started at present.

System Response

The workflow was not started.

How to fix this error?

If there is no longer a reason for preventing new workflows from being
started, reset the appropriate indcator in the workflow definition.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
