What causes this issue?

The current work item contains no attachments or the attachments cannot
be changed.
A work item attachment can only be changed if the user making the
changes also created the attachment. In addition, attachments can only
be changed in the work item for which they were created, and not in
subsequent work items.
These conditions are not complied with for the selected attachment.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
