What causes this issue?
A work item attachment can only be changed if the user making the
changes also created the attachment. In addition, attachments can be
changed in the work item for which they were created, but not in
subsequent work items.
These conditions are not complied with for the selected attachment.System Response
The system does not permit the change to this attachment.
How to fix this error?
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
