The runtime system has been stopped by an administrator and is currently
not available.

System Response

The system cancels the current action, for example, activation of
deadlines.

How to fix this error?

All actions are restarted automatically once the administrator has
restarted the runtime system.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
