What causes this issue?

This is a status message that explains how the packages are clustered.

The number of orders per job relates to the user settings for parallel
processing, which are the basis for the calculation of total jobs.
The number of jobs stands for the total number of jobs that have been
created to execute all of the orders in parallel.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
