What causes this issue?

You tried to generate a structured article that has components assigned
to it; of these, component &V1& (and possibly others) has an empties BOM
assigned to it.

System Response

You cannot generate the structured article because the system does not
allow components of a structured article to have an empties BOM assigned
to them.

How to fix this error?

Either change the components of the structured article<(>,<)> or remove
any assigned empties BOMs so that no component has an empties BOM
assigned to it.
