What causes this issue?

Only active Service Definitions can be checked.
If the Service Definition was deleted it might not have been completely
deleted.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check if the Service Definition was created but not yet activated. If
you want to check it you have to activate it first.
If it has been deleted, make sure to delete it completely. If the
deletion was recorded, make sure the transport is released.
