What causes this issue?

You want to assign a full product BOM to the material &V1&, but have
not set the indicator with 'Full Prod. BOM' in the article master.
However, this indicator is a prerequisite for you being able to create
a full product BOM.

Processing cannot be carried out.

How to fix this error?

Set the indicator with 'Full Prod. BOM' for the material &V1&. In the
standard system this indicator is found at the basic data view in the
article master.
