What causes this issue?

There are additional Customizing settings for storage location
management for SAP Retail Store under goods movements, general business
transactions for other goods movements and general business transactions
for stock transfers. You can only maintain these settings if the storage
location management is activated in the basic settings for goods
movements/stock transfers.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
