What causes this issue?

You have not maintained shipping type preliminary leg and shipping type
subsequent leg, although this was necessary within the parameters that
you set. In this kind of constellation, the 'leg determination'
function is unable to determine legs during shipment processing because
the legs to be determined do not have a shipping type.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

Shipping type VL and shipping type NL are necessary, if the following
requirements are to be met:
- Leg determination type '2' or '3' is active
in the shipment type
- The leg indicator in the shipment header is set at '2' (main leg),
'4' (direct leg) or '5' (return leg)
Note:
You can always leave out one of the two shipping types. In this case,
leg determination excludes either the preliminary leg or the subsequent
leg.
