What causes this issue?

The virus scan profile specifies the package &V1&, which cannot be
transported from the current system.
This means that it is not ensured that this virus scan profile, which
may be intended for delivery to customers, is on the same transport
route as the applications from package &V1& that use this profile.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

A virus scan profile intended for delivery by SAP must be created in and
transported from the same development system as the application that
uses the profile.
