What causes this issue?

The request to stop the virus scanner is currently still being
processed.
This situation can occur, if active scan requests are still being
processed. Since no new scan requests will arrive, the process
will be processed without further action, once all requests being
processed have been completed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
