What causes this issue?

The initialization of the virus scan server is not yet complete. This
occurs, if active scan requests are still being processed.

System Response

The initialization is automatically performed once all active scan
requests have been completed.

How to fix this error?

Repeat the request after an appropriate wait time.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
